In Oklahoma, our LFPA program funding is implemented through the Department of Human Services (DHS). They currently have a formula that allocates ALL funding to the 2 largest food banks in our state that are both part of the Feeding America network. I am working with DHS to try and get them to open up their LFPA funding process to allow other smaller frontline food banks and non-profit organizations that directly serve our at-risk communities. I am seeking implementation examples from other states’ LFPA programs that provide a more robust process of allocating their LFPA funds to frontline organizations; e.g. what is your application process/forms, allocation guidelines, etc., I would like to be able to share these examples with our DHS LFPA coordinator to convince them to create a more open and inclusive process.

This is how Colorado distributed their funding. I am a FA associated Food Bank but CO chose a decentralized approach. Colorado LFPA Plus Executive Summary | Agricultural Marketing Service. Let me know if I can help with any questions and can connect you with anyone, I know that can help.

Thank you Kristina. If its possible to connect me with someone who can share how CO has implemented the “decentralized approach”, I would like to get the details of their RFA form and process. Martha from MA shared a link to their form in this thread. This is a good example. Having additional examples from our surrounding states would be super helpful and might carry a bit more weight with our DHS folks.

Here’s the LFPA+ RFR from Massachusetts MDAR LFPA PLUS RFR final.pdf | Mass.gov, and here are lists of awardees from both rounds: Connect with Awarded Organizations | Mass.gov. We’ve been asked to source as much as possible from Massachusetts farms, with some leeway because we’re near other state borders, and MDAR provided a list of self-identified Socially Disadvantaged farmers who were interested in selling to grantees.

Thank you so much Martha. MDAR’s RFR form is a great example.

I noticed on page 3 a reference to “EXECUTIVE OFFICE OF ENERGY & ENVIRONMENTAL AFFAIRS”. Just curious if/how they are involved with your LFPA program.

        Hi Thanh Tran,

I’d be happy to connect you with the folks that Administer the funding in New Mexico. They are not a part of the network but if you email me, I will connect you with them.

        Email – [email protected]

        Thanks – jayme

Hi Thanh, in Michigan front line organizations like Food Hubs – who then connected with other community nonprofits – were subawardees in addition to our Food Bank Council. I looked for information on our process and couldn’t really find anything current, but reach out to Amy Viselli, [email protected], she is the program coordinator and I am sure she wouldn’t mind answering any questions you might have about our state’s management of LFPA.

Thank you so much Christine for the help. Lots of great local food system research and on-the-ground work coming out of Michigan! I’ll reach out via email.

    Hi Thanh,

I work for the Minnesota Department of Agriculture; we’ve administered our funding through two rounds of competitive RFPs. We have ~55 subrecipients (round two details are not yet public) that are primarily nonprofits and government entities. Round one sub-recipients are listed on our website along with the round 2 RFP. Feel free to reach out if there’s more info that can be useful: [email protected]
