Do *plant starts* qualify for your LFPA funding?
I’m curious if plant starts and seedlings that are donated can be purchased from underserved farmers through LFPA in your states. Or, for that matter, if you have rules that specifically exclude starts.

When I took a look at it, I didn’t see starts, or seedlings listed as allowable but I will leave it to the experts to officially answer.
Q6. What types of products can be purchased? Is it limited to just fresh produce?
A6. The LFPA program is not limited to fresh produce. Any food or beverage product that meets the definition for domestic and local (local as defined in the RFA) are permissible. This includes processed products and seafood.

My assumption would be no. LFPA is pretty specific about using the money for food purchases. However, I would highly recommend reaching out to your regional lead at USDA to make super sure.
